To Whom Does This Apply?

In Alberta, the National Safety Code (NSC) applies to commercial carriers operating a;

  • Freight truck that is registered for a weight of 11,794 kilograms or greater if operated solely in Alberta.
  • Freight truck that is registered for a weight of more than 4,500 kilograms if operated outside of Alberta.
  • Vehicle that is designed to carry 11 or more persons, including the driver. All carriers operating such vehicles must obtain an Alberta Safety Fitness Certificate.
  • In addition to the requirement to obtaining a Safety Fitness Certificate, carriers who transport passengers may require an Operating Authority Certificate.

Summary

NSC is managed by Carrier Services, a section of Alberta Transportation. Carrier Services is responsible for the administration of Safety Fitness Certificates and Operating Authority Certificates.

Carriers operating under a Safety Fitness Certificate must have a written safety and maintenance plan, maintain driver and vehicle maintenance files, and have a person appointed to promote safety within their organization. The carrier must retain records for the current year, plus the previous four years. The records must be accessible for audit or inspection at the carrier's principle place of business in Alberta.

Carrier Services use a Carrier Profile system to monitor Alberta NSC carriers. The Carrier Profile is composed of violations, vehicle inspections, audit, and in the future collision information. Carriers who have an unacceptable safety record will be prohibited from operating a NSC vehicle in Alberta.
